RPCU Mission and Vision

The Regroupement provincial des comités des usagers (RPCU) was born of the collective will of the Users’ and In-patients’ Committees who wished to give themselves a common voice.

It’s Mission:  To work towards improving the quality of services offered to the Users of the Health and Social Services Network.

It’s Vision: To be the spokesperson  representing  Users and In-patients’  Committees which are made up of competent, professional and sympathetic volunteer members, often backed by committed, key resourceful persons.

The RPCU is the spokesperson for TJE Users’ and In-patients’ Committees in all of the Health and Social Services network throughout Quebec, whether they be public, private or self-financed. The RPCU represents committees in order to help them take part in the major debates on the same level as other associations do within the Health and Social Services field. The Users’ and In-patients’ Committees have a mandate to defend Users’ rights and contribute to the improvement of services offered.

  • A range of services that has developed strongly in recent years, and which can be broken down in three parts: represent you before various bodies–particularly before the MSSS–, support you on a daily basis thanks to our advice, and offer you relevant training related to the functions you perform;
  • Consultation services available on weekdays by phone or email;
  • A certificate of membership offered to each of the users and in-patients’ committees within your institution and facilities, as well as membership cards;
  • Free basic training from the RPCU– Introduction to committee functions – as well as specialized training offered at discount prices;
  • A printed version of the RPCU Journal published three times a year, and newsletters (upon subscription);
  • Right to participate in the RPCU General Assembly and to elect your representatives on the Board of Directors;
  • A variety of management tools, including model operating rules and a Values and Ethics Guide;
  • Promotional material offered by the RPCU (leaflets, posters, bookmarks, etc.) produced as part of the Users’ Rights Week;
  • Other promotional products, including leaflets, posters, bookmarks, etc., which promote the 12 Users’ rights and which can be used throughout the year;
  • The holding of an annual conference focused on training (workshops, conferences, pre-conferences) involving more than 500 members of Quebec’s users and in-patients’ committees. A unique opportunity for networking;
  • Priority registration and advantageous rates for participating in the RPCU Congress;
  • A website with a wealth of information on Users’ rights (redesign planned in 2019);

RPCU General Rules

Historical background

The inception of the RPCU began due to the initiative of the Users’ Committees of the University of Montreal Centre (CHUM) supported by the determination of approximately 20 other Users’ Committees from various Quebec regions.

The first mandate of this Provisional Committee was to create a group of Users’ Committees from those who were already operating in short term stay hospitals. The original re-grouping of Users’ Committees received its letters of patent and officially exist since 2004, in conformity with the third part (partie III) of the law on companies.

A preliminary meeting was held on June 13th 2003 and gave way to a Provisional Committee made up of representatives from these following establishments:

  • le Centre hospitalier Anna-Laberge;
  • le Centre hospitalier Pierre-Le Gardeur;
  • le Centre hospitalier universitaire de Québec;
  • le Centre hospitalier de l’Université de Montréal;
  • le Centre hospitalier des vallées de l’Outaouais;
  • le Centre de santé et de services sociaux Cléophas-Claveau;
  • le Centre universitaire de santé McGill;
  • l’Hôpital Laval;
  • l’Hôpital du Sacré-Cœur de Montréal;
  • l’Hôtel-Dieu d’Arthabaska.

Health Care System Reorganisation

At the same time, the Quebec Government was reorganising the Quebec Health System. In 2003, it passed  Bill # 25 (law concerning the development of local networks of Health and Social Services by instituting Agencies, L.R.O., 2005, C.A -8-1). This gave birth to local networks of Health and Social Services and to the setting up of 95 Centres of Health and Social Services in Quebec.

Then, in November 2005, the General Assembly adopted a proposed Bill # 83 (law which modified the previous law on Health and Social Services and other legislative provisions, L.R.Q., 2005, c.32) which in turn modified the organisational structure of the Users’ and In-patients’ Committees across the Quebec territory.

As a consequence of this reorganisation, the Provisional Committee adopted its own mandate and worked towards the creation of a grouping of all Users’ and In-patients’ Committees in all the Health and Social Services establishments whatever their individual callings.

In order to accomplish this, the Committee ensured the participation of all the different representatives of all callings to sit on the Board of Directors.

  • The Psychiatric Hospitals
  • The Youth Centers
  • The Center for the Rehabilitation of Intellectually Impaired
  • The Center for the Rehabilitation of the Physically Impaired
  •  Rehabilitation Centers (alcohol, drugs, medications and gambling)
  • The Health and Social Services Centers

10th anniversary of the RPCU

The year 2014 marked the tenth anniversary of the founding of the Health and Social Services Network’s Regroupement provincial des comités des usagers (RPCU). This was an opportunity to highlight the contribution and loyalty of the users and in-patients committees, members of the RPCU.
